Los Palacios y Villafranca will mobilise €10.5 million by 2030 with its Integrated Action Plan, 85% funded by European funds.

The Town Hall of Los Palacios y Villafranca has presented its Integrated Action Plan, which will mobilise €10.5 million by 2030, of which €8.9 million comes from European funds. The plan includes the new Plaza de Abastos, the Juan Begines Municipal Museum, and a Smart City platform.

The Town Hall of Los Palacios y Villafranca has put forward its Integrated Action Plan (PAI), a roadmap that will mobilise €10.5 million by 2030, of which €8.9 million comes from European financing channelled through the Government of Spain. The plan was presented last night to the public at the Casa Moral Restaurant, with the presence of Mayor Juan Manuel Valle and the Government's subdelegate in Seville, Francisco Toscano.

Under the slogan “The best starts now”, the event brought together representatives of the municipal corporation, provincial deputies, members of ADELQUIVIR, and the associative, cultural, educational, business, and commercial fabric of the locality. The plan originates from the Urban Agenda unanimously approved in the Plenary over three years ago, following a participatory process involving more than sixty local associations.

A historic investment with a European stamp

The Government's subdelegate, Francisco Toscano, congratulated the Town Hall for the work done and highlighted the strategic importance of European funds.

“We are witnessing one of the most significant transformations in recent times in the province of Seville. Beyond the figures, what matters is that these projects arise from citizen participation and are set to improve people's living conditions,” he stated.
Toscano emphasised that sustainability, digital transformation, social cohesion, and citizen participation are the pillars of these actions.

Mayor Juan Manuel Valle recalled that the Urban Agenda defined 71 strategic projects to tackle the municipality's challenges. “It was the roadmap of the town we wanted to build and the expression of a shared vision for the future. Today we can say that vision is bearing fruit,” he affirmed. Valle highlighted that obtaining €8.9 million in European funds is an unprecedented milestone: “It is the first time that Los Palacios has accessed European financing of this magnitude.”

Key projects: Plaza de Abastos, museum, and Smart City

Among the most notable actions of the PAI are the construction of the new Plaza de Abastos, a multifunctional space to revitalise local commerce with two floors of underground parking; the creation of the Juan Begines Municipal Museum to preserve historical and cultural heritage; the renaturalisation of urban spaces; the renewal of public lighting with LED technology; and the implementation of a Smart City platform to improve municipal management.

Valle explained that several projects have already begun their development phase.

“This project does not start tomorrow or in a year. It has already begun. We are taking the first steps to turn this strategy into concrete actions that improve the daily lives of our residents,” he stated.
Technical assistance has already begun to accompany the plan until 2030, participatory processes linked to the Plaza de Abastos and the museum have been held, and meetings with the local business fabric are ongoing.

The mayor emphasised that the granting of these aids places Los Palacios among the Andalusian municipalities that have surpassed a particularly demanding competitive process: “Of the nearly 800 Andalusian municipalities, only 60 have achieved this funding.” For the residents of Los Palacios, this will translate into concrete improvements: a new market with parking, more energy-efficient streets, and digitised municipal services.

The plan also includes actions on energy efficiency and digital transformation, aiming to modernise the municipality and generate new economic opportunities. The forecast is that all projects will be underway before 2030, with a schedule already in execution.
