Seville City Council has started this Friday in Sevilla Este the 'Plan Hábitat Sevilla', a €2.9 million programme that will renovate over 2,000 rental homes by Emvisesa in seven neighbourhoods of the city.
The rehabilitation works on the public housing stock of Emvisesa have already begun. The mayor, José Luis Sanz, visited this morning the first buildings being worked on in Sevilla Este, where nearly one million euros will be invested to renovate 225 flats distributed across two blocks. The intervention represents an expenditure of €2,203 per property.
A plan covering seven neighbourhoods
The 'Plan Hábitat Sevilla' does not stop at Sevilla Este. The actions will extend over a year to six other neighbourhoods: Pino Montano (six buildings), Torreblanca (five), San Jerónimo (two), Amate (two), Nervión (two) and Macarena (one). In total, around twenty promotions of protected rental housing will be addressed.
The selection of the buildings, as explained by the mayor, has responded to technical criteria and has taken into account the “historical” demands of residents and property management administrations. The aim is to improve the conservation, accessibility, energy efficiency and safety of the properties.
Elevators, solar panels and surveillance cameras
Among the main improvements planned is the renovation of 85 elevators, the removal of architectural barriers and the construction of ramps. Automatic doors and magnetic keys will also be installed to enhance access control.
In terms of energy efficiency, thermal solar panels will be installed or renewed, and roofs and facades will be waterproofed. Additionally, the sewage networks and fire protection systems will be replaced, common area lighting will be improved, and structural elements will be repaired. Surveillance cameras will be placed in the garages.
For residents, this means a direct improvement in their daily lives: fewer breakdowns, increased security, and energy savings that will be reflected in their community bills. The works have already been tendered and awarded, and the only remaining hurdle — the credit extension of €2.9 million — has now been approved.
A broader municipal housing strategy
These actions are part of the comprehensive maintenance management that Emvisesa carries out with an annual investment of €1.5 million, with periodic quarterly or semi-annual works. The 'Plan Hábitat Sevilla' is part of a municipal strategy to move towards a “more accessible, sustainable, and livable” city model.
During this term, the City Council has promoted the construction of 2,200 homes through Emvisesa, of which 1,814 are for rent (82%) and 386 for sale (18%). Of these, 346 have already been delivered, and the rest are under construction or about to begin.
The works in Sevilla Este will last several months, and residents have already been informed of the intervention schedule. For those living in these flats, the rehabilitation will not only improve their homes but also enhance the value of the area.
