Seville City Council, through Emvisesa, has signed an agreement with UTE AOSSA Global-DOC 2001 to provide housing and facilities for programmes assisting vulnerable individuals.
Seville City Council, through Emvisesa, has signed a collaboration agreement with UTE AOSSA Global S.A.–DOC 2001 S.L., the entity awarded several programmes from the Area of Neighbourhoods and Preferential Attention Groups, Social Rights, Employment, Family, Equality, and Associations. The agreement will make available to these programmes housing and facilities owned or managed by Emvisesa, expanding the municipal response capacity to housing emergencies, social exclusion, and support for minors.
The agreement was signed by the president of Emvisesa, Juan de la Rosa, and the sole manager of the UTE, Nicolás Jiménez Muñiz. The event was also attended by the delegate for Preferential Attention Neighbourhoods, Social Rights, Employment, Family, Equality, and Associations, José Luis García, and the managing director of Emvisesa, Manuel Morillo.
Juan de la Rosa highlighted that “housing also serves an important social function when it is put at the service of those who need it most”. In his opinion, this agreement is an example of how collaboration between municipal areas and specialised entities can leverage public assets to improve people's lives.
Among the planned actions is the provision of three homes from the Parque Sierra Castril development, which will be allocated to the Transitional Housing Programme for Individuals or Families in Situations of Vulnerability or Social Exclusion. This resource offers temporary accommodation to those facing situations such as evictions, displacements, loss of housing, or housing emergencies, with a social intervention process until a stable residential solution is achieved.
The agreement also includes the provision of a newly constructed building on Paseo Rey Juan Carlos I, in La Barqueta, with eight co-housing units capable of accommodating 16 people and shared common spaces. These facilities will strengthen the Comprehensive Management Programme of the Open Doors Centre (CPA), a municipal resource for homeless individuals that provides low-threshold residential and outpatient care throughout the year. In addition to accommodation, the programme offers social support, psychological care, health assistance, basic services, and actions to facilitate social inclusion.
The collaboration also includes the provision of part of the shared-use building in Parque Sierra Castril to create a Day Centre for Minors in the northern area of Seville. This new facility will expand social care resources for children and families, providing space for educational, training, and social intervention activities.
With this signing, Emvisesa continues to develop one of its statutory functions: facilitating the use of municipal housing and facilities for public and social interest purposes through collaboration with managing entities of municipal programmes. The initiative strengthens the coordination between housing policies and social services of Seville City Council, increasing the resources available for homeless individuals, families in housing emergencies, and minors at risk of exclusion.
