The Municipal Housing Company of Seville has received the AVS 2026 award for the best Next Generation programme in Spain, for its comprehensive model that mobilises 224 million euros and 1,805 homes.
The award, considered the most prestigious in public housing in Spain, was presented this Thursday in Tenerife to Emvisesa's manager, Manuel Morillo, during the General Assembly of the Spanish Association of Public Housing and Land Managers (AVS). The winning proposal, titled 'Comprehensive Model for the Execution of Next Generation Programmes in Public Housing in Seville', stands out for its ability to transform European funds into concrete projects for construction, rehabilitation, and urban regeneration.
The Emvisesa model integrates new construction promotions, energy rehabilitation, and regeneration programmes in various locations in Seville, such as Palmas Altas (415 homes), FIBES R-1 (691), Vereda de Poco Aceite (92), Tejares-Triana (24), Parque Sierra de Castril (58), La María (16), Torreblanca Sur (32), Hacienda El Rosario (218), Frontón Betis (16), and the comprehensive rehabilitation of Los Pajaritos (144). In total, the actions linked to Next Generation represent an investment of 224 million euros, of which 74.6 million come directly from European funding.
Thanks to these funds, Emvisesa promotes 1,805 protected homes, including new constructions (Programme 6) and energy rehabilitations (Programme 1). To achieve this, it has signed six financing agreements, becoming one of the public entities with the greatest capacity to attract and execute European funds in Spain. Just three years ago, Seville had barely 200 protected homes under execution, highlighting the quantitative and qualitative leap represented by this award.
The AVS jury particularly valued the combination of environmental sustainability, energy efficiency, innovation in management, and social cohesion of the Seville model, as well as the coordination between administrations and execution within demanding deadlines. The mayor of Seville, José Luis Sanz, emphasised that the recognition "positions Seville as a national reference in public housing" and confirmed that the city is seizing "a historic opportunity" to expand the public housing stock and improve the quality of life for thousands of families.
For his part, Emvisesa's manager, Manuel Morillo, stated that the award recognises "the work of the entire organisation to convert European funding into real projects, ongoing works, and homes for the benefit of citizens." Currently, Emvisesa is developing the largest protected housing programme in recent decades, with 2,202 homes delivered, under construction, or about to begin, distributed across 23 promotions throughout the city.
Next year, the company plans to begin construction of FIBES R-1, one of the largest promotions in the programme, with 691 homes, which will add to those already underway in Palmas Altas and other areas. The execution of these projects will depend on the deadlines set by the Next Generation funds, which require the completion of works before 2028.
