La Rinconada ends 2025 with a record budget of €80.3 million, a 37.6% increase, thanks to European funds and zero debt management.

The La Rinconada City Council has approved the General Account for 2025 with a final budget of €80.3 million, a 37.6% increase compared to the previous year. The municipality boasts zero debt, low tax pressure, and a record investment.

The La Rinconada City Council has closed the 2025 financial year with a final budget of €80.3 million, a historic figure that represents a 37.6% increase compared to the previous year. This was approved by the municipal plenary, where the First Deputy Mayor and Finance delegate, Raquel Vega, highlighted the financial health and management capacity of the Council.

From the initial forecasts of €61.2 million, the City Council and its autonomous bodies (Padefi, Pamude, and Radio Rinconada) managed to expand the budget by nearly €22 million thanks to external grants and savings mobilisation. The commitments for expenditure processed reach 82%, while the execution on definitive credits hovers around 65% due to the incorporation of these new funds.

Record investment and European funds

The mayor, Javier Fernández, emphasised that this account closure reflects "a local government that knows how to manage and seizes every opportunity to improve the lives of its residents." In 2025, most of the public investment tenders of the legislature were launched, mobilising or attracting nearly €11 million, compared to the initial €9 million investment.

Notably, the PAI Ciudad Conectada has attracted €9 million from the European Union, being the best strategy in Seville. Additionally, there is another million as a reward for the over-execution of the EDUSI Ciudad Única. There have also been an extra €1.1 million received for the good management of this strategy and funds from the Sevilla 107 Plan of the Provincial Council.

Affordable housing and public employment

The public housing company, Soderin, has already delivered 70 VPO in La Unión and 24 rental homes at the old fairgrounds. Currently, another 68 VPO in La Unión are under construction, and the drafting of 160 more has begun, with a contribution of €10 million from the Provincial Council. The accounting result of Soderin (-€434,259) reflects the non-revenue nature of its social housing policy, with prices of €107,000 for a two-bedroom apartment with garage and storage.

In public employment, Chapter 1 executed a historic figure of €19 million (90% execution). The Impulse Plan doubled its budget, increasing from €510,000 to nearly €1 million of own funds, and an additional million was added from savings to co-finance state and provincial plans. Between the City Council and the Provincial Council, €1.4 million is projected for social employment plans.

Outstanding execution in key services

The operational areas of the City Council show outstanding levels of execution: Citizen Security approaches 100%; cleaning, neighbourhoods, and waste management range between 92.5% and 104%; the Sports Board reaches 95%; Padefi 93%; Culture 125%; and Education 112%. Major Festivals, Urban Planning, Mobility, Social Welfare, Youth, Innovation, Equality, and Seniors oscillate between 80% and over 100%.

Regarding unconditional funding, the Participation in State Revenues (PIE) has grown nearly 65% since 2019, rising from €7.9 to €13 million. In contrast, the PATRICA from the Junta de Andalucía has barely increased by 10% in six years, highlighting an imbalance in regional funding.

The external audit by the Chamber of Commerce has once again awarded an outstanding rating in transparency to the City Council, which maintains zero debt and the lowest tax pressure in the metropolitan area. With these foundations, La Rinconada is preparing to continue transforming, with projects like the Éfeso programme, for which €1.6 million has been submitted for over 30 training itineraries.
