The ordinary Plenary of the Estepa City Council, held on 28 July 2026, unanimously approved several key points, including the construction projects of the Agricultural Employment Promotion Programme (PFEA) and the membership to the digital administration agreement. The payroll payments for centre 185 were also greenlit with votes in favour from the PSOE and abstentions from the PP and IXE.
The plenary hall of the Estepa City Council hosted an ordinary session on 28 July, where eight agenda items were discussed, resulting in a majority of unanimous decisions on the most relevant matters. The municipal corporation, composed of 17 councillors, endorsed without any opposing votes the construction projects of the PFEA and the membership to the state digital administration agreement, two initiatives that will shape the municipality's roadmap in the coming months.
Item seven, concerning the ratification of the Mayor's resolution approving the construction projects drafted by the Municipal Technical Services for inclusion in the Agricultural Employment Promotion Programme (PFEA) for the 2026 financial year, received unanimous support from all 17 councillors. This programme, co-financed by the State and the Junta de Andalucía, will enable improvements in public infrastructure in Estepa, generating employment in the agricultural and construction sectors during the months of lower agricultural activity.
Similarly, item eight, which ratified the City Council's membership to the agreement signed between the State Agency for Digital Administration, the Ministry for Digital Transformation and Public Function, and the Autonomous Community of Andalucía, was approved unanimously. This agreement will facilitate the mutual provision of basic digital administration solutions, allowing the citizens of Estepa to carry out electronic procedures more swiftly and efficiently, without the need to travel to other administrations.
One of the most notable debates occurred in item six, where the Mayor's proposal to lift the Municipal Intervention's objection (report 00047-2026) and recognise the obligation to pay the payroll and social security contributions for centre 185 for July 2026 was put to a vote. The PSOE, with 10 votes in favour, achieved the necessary majority, while the PP and IXE opted for abstention, totalling 7 abstentions. The local government defended the need to ensure payment to the centre's workers, while the opposition groups justified their abstention due to a lack of prior information regarding the objection.
In the section for reports, the Plenary took note of several reports without the need for a vote. Among them were the Mayor's resolutions from number 1532/2026 to 1781/2026, corresponding to June; the Treasury report on the average payment period to suppliers (PMP) for the second quarter of 2026; and the Mayor's resolution approving the settlement of the General Budget of the Estepa City Council for the 2025 financial year. This last piece of information is relevant for the fiscal transparency of the council, as it reflects the accounting closure of the previous year.
Additionally, the final resolution for the grant call for 2026 under non-competitive concurrence was reported, aimed at municipalities and autonomous local entities in the province of Seville (excluding the capital), for carrying out activities within their competences. This line of aid, managed by the Concertation Area of the Provincial Council, will allow Estepa to apply for funding for local projects.
Item nine, dedicated to urgent matters, did not register any proposals requiring extraordinary processing, thus it was closed without any news. The session proceeded normally and in a climate of dialogue, according to municipal sources, who highlighted the importance of the agreements reached for the development of the municipality.
With these decisions, the Estepa City Council is advancing in the modernisation of its digital services and in generating employment through the PFEA, two strategic axes for the governing team.
