The BOE publishes the project for the third lane on the AP-4 between Dos Hermanas and Las Cabezas de San Juan, with an investment of 246.8 million. The subdelegate of the Government in Cádiz calls for the action to be extended to the capital of Cádiz.
The Official State Bulletin (BOE) has published the announcement from the State Road Demarcation in Western Andalusia, which submits the project for the third lane on the AP-4, in the segment between Dos Hermanas and Las Cabezas de San Juan, along with its environmental impact study, for public consultation. The measure, provisionally approved by the Ministry of Transport and Sustainable Mobility, has an investment of 246.8 million euros.
The subdelegate of the Spanish Government in Cádiz, Blanca Flores, has positively assessed this advancement. "It is a key project for mobility in Andalusia and in the province of Cádiz," she noted. However, Flores has demanded that the action be extended to the capital of Cádiz, something that the central Government does not currently contemplate. Additionally, she has urged the Junta de Andalucía to promote infrastructure within its jurisdiction, such as the duplication of the A-471 or the improvement of metropolitan public transport.
The project includes modifications to the connections between the AP-4 and the A-4, such as the construction of an overpass on the Dos Hermanas ramp towards the AP-4 in the direction of Cádiz and the improvement of the AP-4-A-4 ramp towards Seville to increase traffic speed through a variant with a larger curvature radius.
By law, the technical document and its environmental impact study must be submitted for review by the affected ministerial departments, as well as consultations with public administrations and interested parties. A report from the Guadalquivir River Basin Authority will also be requested regarding hydraulic design criteria.
The Minister of Development and Mobility of the Junta de Andalucía, Mario Muñoz-Atanet, has requested the Ministry of Transport to "accelerate the processing" of the project and to promote provisional and immediate measures to alleviate the traffic problems affecting thousands of citizens who use this route. Muñoz-Atanet has regarded the BOE announcement as progress, although he has reminded that "more than two years have passed since the drafting of the project began, and it is still in a very initial phase."
The minister has insisted on the need to adopt more effective provisional measures, after observing that the habilitation of the shoulder over a three-kilometre stretch has not had the expected impact. "The goal is for citizens to have safer and smoother traffic as soon as possible," he emphasised, calling for an in-depth analysis of traffic flows to reduce congestion during peak hours.
The expansion of the third lane on the AP-4 is a long-standing demand from residents and drivers in the province of Seville, especially from the municipalities of Dos Hermanas and Las Cabezas de San Juan, who suffer daily congestion on this road. The project, which still needs to complete the environmental processing and the drafting of the construction project, is estimated to take several years to materialise.
In the meantime, both the Subdelegation of the Government in Cádiz and the Junta de Andalucía insist on the need for coordination between administrations to address mobility issues in the area. "The solution to mobility problems requires the commitment and collaboration of all administrations," concluded Flores.
