Alcalá de Guadaíra promotes 376 affordable homes and a transport interchange next to the tram

The July Plenary approves two studies that total 376 affordable homes in Montecarmelo and a 6,760 m² transport interchange next to the tram.

The Alcalá de Guadaíra City Council has approved two urban planning files in the July Plenary that boost the supply of affordable housing in the north of the city. In total, 376 new affordable homes will be distributed between Block 19 and the Western Execution Unit of Montecarmelo, alongside the route of the future tram.

Block 19, a plot of about 26,000 square meters next to the last tram station, will have 190 privately promoted affordable homes and 22 free ones, according to the approved Planning Study. The new arrangement adds 28 more affordable homes than the previous one and reduces the number of free homes by 11.

The same area reserves 6,760 square meters for a transport interchange that will accommodate bays for metropolitan and urban buses, taxis, and sustainable mobility vehicles. The project for this facility is in its final drafting phase.

Additionally, the developers will execute a green area of more than 5,000 square meters on an adjacent plot, which will serve as a new lung for the northern area of Alcalá.

In the Western Execution Unit of Montecarmelo, between the Pablo VI parking lot and the Los Lirios neighbourhood, 186 affordable homes will be built thanks to Decree-Law 1/2025, which allows the conversion of free homes into affordable ones and increases the buildability by 20%. The measure also authorises an extra floor, raising the residential capacity by 31 homes without consuming more land.

The Urban Planning delegate, Jesús Mora, has defended that "housing is a priority for this government team" and that they are using "all available tools" to facilitate access to affordable housing, "especially for young people and families." He also emphasised that the model aims for residential growth to be accompanied by "better infrastructure, more sustainable mobility, and new green spaces."

The Plenary has also greenlit the action project for Hacienda Mendieta, which will host a celebration and events hall without increasing the existing buildings, enhancing the property’s value.

With these agreements, the City Council consolidates its commitment to balanced urban growth, where affordable housing, mobility infrastructure, and free spaces advance hand in hand. The next steps will be the final drafting of the interchange project and the processing of licenses for the new developments.
