The La Rinconada Council has approved a budget modification of 1.6 million euros for 2026, aimed at employment programmes, strengthening public services, and strategic planning.
The La Rinconada Council has given the green light in the July plenary to a budget modification that adds 1.6 million euros to the general accounts for 2026. The measure, driven by the governing team, aims to strengthen key areas such as employment, public services, and the strategic planning of the municipality.
The First Deputy Mayor and Finance Delegate, Raquel Vega, explained during the plenary session that this is "an economic injection for employment programmes, strengthening public services, hiring, or linked to public investment or multiannual projects." Vega highlighted that the 2026 budgets "are at the forefront of public services" and that this modification enriches them even further, aligning them with residents' priorities regarding neighbourhoods, cleanliness, and security.
The modification is structured in two blocks: extraordinary credits of 260,000 euros and credit supplements of 1,335,115 euros. Among the former, there are allocations for municipal strategic plans, youth and childhood, adaptation of training centres, candidacy for European City of Sport 2028, and cultural actions.
Strategic plans and training
With 60,000 euros, the Council will fund the drafting of several strategic plans, such as a Universal Accessibility Plan, a Strategic Plan for Tourism and Heritage, and a Local Housing and Land Plan. These documents are requirements to apply for regional, state, and European aid, according to municipal sources.
Another 50,000 euros will be allocated to a Municipal Youth and Childhood Plan, which will expand the social, cultural, and sports offerings for young people. Additionally, 100,000 euros will be invested in adapting training centres, such as the General Services warehouse, the Torrepavas Centre, and the warehouses on Torresquevedo Street, to host programmes like Éfeso, co-financed by the European Social Fund Plus.
“We have proposed a request of 1.6 million to the Government of Spain for the Éfeso programme,” Vega noted, who indicated that the aim is to standardise centres to provide around 30 training pathways in entrepreneurship, digitalisation, and innovation, after consulting with social and economic agents.
Sport, education, and local commerce
The candidacy of La Rinconada as European City of Sport 2028 receives 50,000 euros for technical work, dissemination, and promotion. Regarding credit supplements, the largest allocation, 685,115 euros, is designated for the Integrated Local Development Strategy (EDIL) Connected City, where the Council contributes 15% and the Government of Spain and Europe 85%. This will allow for the advancement of investments planned for 2027.
For Human Resources, an additional 310,000 euros is included to meet the salary increase resulting from Royal Decree Law 14/2025. In educational centres, investments will be made to modernise electrical systems and air conditioning. The Young Commerce Card, which had an extraordinary reception in its pilot phase of 6,000 euros, is expanded with an additional 50,000 euros.
Culture, participation, and congresses
The Culture area increases its allocation by 150,000 euros for actions such as the 25th anniversary of La Villa, a summer music programme, heritage activities, and autumn programming, as part of the candidacy for UNESCO Creative City. Citizen Participation receives 30,000 euros for the 75th anniversary of the San José Sports Group and other activities.
Finally, the strategy 'La Rinconada, City of Congresses' is consolidated, aiming to boost the local economy through employability meetings, fairs, congresses, and trade missions. This initiative is part of the Employment and Business Pact and seeks to position the municipality in state networks.
With this modification, the La Rinconada Council reinforces its commitment to employment, training, and the quality of life of residents, with an eye on external funding opportunities and the attraction of European funds.
