The plenary of the Osuna City Council has approved requesting one million euros from the Diputación de Sevilla to build 85 public housing units in the Las Autonomías neighbourhood. The initiative is part of a plan that already totals nearly six million in funding.
The Osuna City Council plenary has given the green light to the request for financial aid of one million euros from the Diputación de Sevilla to promote the construction of 85 protected public housing units for sale in the Las Autonomías neighbourhood. The measure, approved with the votes of the governing team, aims to continue facilitating access to housing in the municipality.
The mayor of Osuna, Rosario Andújar, highlighted during the session the various actions the council is undertaking in housing matters. She recalled that 16 plots have already been made available for as many families, 42 VPO homes are being constructed, and urban planning work is being carried out to change equipment plots to residential use, which will allow for the construction of another 36 homes.
Andújar thanked the support of the Diputación de Sevilla through this extraordinary line of support for public housing and lamented the lack of aid from the Junta de Andalucía, the competent administration in this matter. The spokesperson for the Socialist Municipal Group, Brígida Pachón, explained that various provincial funding lines have been obtained so far: one million euros to acquire the land, 1.7 million for construction, and a grant of 4.2 million that will set a maximum selling price of 115,000 euros per home.
“With this new aid, the project would reach funding close to six million euros, thus advancing the commitment to facilitate access to protected housing for the residents of Osuna,” Pachón stated. The initiative represents another step in the municipal housing policy, which has mobilised significant resources in recent years.
Additionally, the plenary approved, without the support of the Popular Party, the participation of the City Council in the Extraordinary Financial Fund for Reimbursable Advances (FEAR) 2026 of the Diputación. This line will allow access to an advance of one million euros, repayable in 110 monthly instalments and interest-free, intended to finance investments such as the completion of the 42 ongoing homes, the repair of rural roads, improvements in neighbourhoods, and the construction of a permanent auditorium at the fairgrounds.
The socialist spokesperson highlighted this call, endowed with more than 26 million euros at the provincial level, which could reach 63 million if all municipalities apply. In the case of Osuna, the City Council plans to use these funds to continue executing the Neighbourhood Plan, the rehabilitation of the Water Tower, the construction of the permanent booth, and new improvements to the road network and accessibility.
The mayor recalled that in just the last three years, Osuna has received more than 20 million euros from the Diputación for projects such as the sealing of the landfill, the Permanent Municipal Booth, the 42 protected homes, the promotion of the 85 VPO, the rehabilitation of the theatre, the third phase of the Carrera, and the EDIL projects, which include the expansion of the elderly residence and the completion of the indoor pool.
Since 2016, the municipality has received nearly 20 million euros through the FEAR, zero-interest financing that has allowed for investments such as improving the changing rooms and stands of the football field, the expansion of the Municipal Cemetery, or the roofing of Carrera street.
In the same plenary session, the I Transversal Plan for the Real and Effective Equality of LGTBI Persons in the organisational scope of the Osuna City Council was also approved, as well as the Protocol for prevention and action against harassment based on sexual orientation and identity. This plan, valid until 2030, includes 21 measures in seven areas of action, developed in accordance with the Royal Decree regulating LGTBI plans in the workplace.
The municipal delegate for Equality emphasised that the approval of this document represents “a fundamental step towards advancing the rights of LGTBI individuals and fighting against LGTBIfobia.” “We are talking about rights, equality, and the type of society we want to build. These are human rights and respect for the dignity of all people,” she added.
With these measures, Osuna reinforces its commitment to protected housing and equality, in a context of collaboration with the Diputación de Sevilla that has translated into significant investments for the municipality.
