The full council of Guillena approved this Thursday the new regulations for social aid and the renewal of the agreement for the medical clinic in Torre de la Reina. Several budget modifications amounting to over 880,000 euros were also greenlit.
The ordinary session of the Guillena council, held on the morning of Thursday, July 30, approved by majority a series of measures that directly affect the residents of the municipality. Among the most notable agreements is the initial approval of the Regulations for municipal economic aid to address social needs, which replaces the previous one from 2022 and incorporates improvements adapted to the current context. The text was passed with votes in favour from the PSOE and the PP, and abstention from IU-Podemos.
The new regulations, which will be subject to public consultation for 30 days after publication in the Official Bulletin of the Province (BOP) for suggestions, reinforces the municipal government's commitment to solidarity, equality, and social cohesion, according to sources from the governing team.
Another relevant point was the definitive approval of the Municipal Ordinance regulating the installation of photovoltaic panels for self-consumption on urban land. After the public consultation period and the acceptance of some objections, the final text received the favourable vote of the PSOE and abstention from IU-Podemos and the PP.
With unanimous support from all groups, the agreement for the transfer of the municipal property housing the Torre de la Reina Clinic, located on Escuela Street, to the Andalusian Health Service (SAS) has been renewed for four years. This agreement guarantees the continuity of healthcare in the district, a long-standing demand from residents.
In the economic chapter, the council has approved three credit modifications. The first, amounting to 135,000 euros, is allocated to the Popular Festivities and Cultural Events budget, with votes in favour from the PSOE and abstention from IU-Podemos and the PP.
The second modification, the largest, amounts to 736,786 euros, financed by the treasury surplus from the liquidation of the 2025 budget. These funds will be used for improvements to playgrounds, the operation of the indoor pool, payment of fines for discharges to the Guadalquivir Hydrographic Confederation (CHG), payment to the ICO, and a subsidy to the Brotherhood of Esperanza, among other items. This measure was approved with the same support as the previous one.
The third modification, of 10,073 euros, is allocated to improvements in cultural municipal buildings and subsidies for the Virgen del Pilar Neighbourhood Association and the Romería El Gergal, with identical voting results.
The council also approved, with votes against from IU-Podemos and the PP, the full council's objection and the extrajudicial recognition of credit. Additionally, the report on the liquidation of the 2025 budget was presented.
During the motion turn, the PSOE successfully passed an initiative urging the Junta de Andalucía to comply with the Bioclimatization Law at the El Molinillo Institute, a demand from the educational community of the centre.
IU-Podemos presented two motions. The first, for the implementation of evacuation plans and public fire prevention measures in residential areas in forest environments, was agreed upon with the other groups to present a joint motion. The second, urging the implementation of measures to mitigate the urban heat island effect in the municipality, was approved.
Finally, the PP saw its motion requesting the drafting and approval of a municipal ordinance regulating the cleaning, maintenance, and fencing of plots and parcels rejected.
With these agreements, Guillena updates its social and urban regulatory framework, reinforces public services in its districts, and approves investments that affect the daily lives of residents. Citizens will be able to consult the complete texts of the ordinances and regulations on the municipal transparency portal once published in the BOP.
