The Municipal Plenary of Castilleja de la Cuesta has approved the advance of the modification of the PGOU regarding the Partial Plan 'El Valle', a key step for the ambitious housing plan that foresees more than 900 properties, most of which are protected.
The Town Hall of Castilleja de la Cuesta has given a new boost to its Housing Plan with the approval in Plenary of the advance of the modification of the General Urban Planning Plan (PGOU) regarding the Partial Plan 'El Valle'. This measure, which represents a key administrative step, will allow the transformation of municipal-owned land into residential land, with the aim of constructing over 900 homes, the majority of which will be officially protected, in various locations throughout the municipality.
The mayor, Carmen Herrera, explained that with this approval, the urban planning process is being expedited so that construction can begin as soon as possible. "We are taking all the necessary steps to make the construction of homes in our town a reality as quickly as possible," said the mayor, who also announced the creation of working groups with the Territorial Planning and Urbanism Directorate of the Junta de Andalucía to speed up the process.
The Partial Plan 'El Valle' is one of the key areas of the ambitious affordable housing program that the Town Hall wants to develop to respond to the high demand from young people and working families in the municipality. The land, which is municipally owned, will be mostly allocated for residential use, while the privately used parcels will be reserved for tertiary and commercial facilities, in order to energise the surrounding area.
In addition to the action in El Valle, the Town Hall has also greenlit the construction of homes in the old municipal slaughterhouse, after approving the change of legal classification of that parcel. Both initiatives are part of a comprehensive plan that exceeds 900 homes, aimed at alleviating the supply deficit and facilitating access to affordable housing.
In the same plenary session, the Municipal Housing Plan 2026-2030 was also approved, a strategic document that will serve as a roadmap for housing policies in the coming years. This plan, together with the PGOU and the future Urban Planning Plan (POU), will allow for the orderly growth of the municipality and ensure sustainable development.
The Plenary also addressed other matters of interest. Among them, the modification of the Regulations of Honors and Distinctions of the Local Police to recognise exceptional services and exemplary trajectories, both of agents and of citizens and institutions that collaborate with the force. The Town Hall also approved its rejection of the installation of a large biogas plant in the municipality of Benacazón, considering that it affects health, the environment, and the territorial model of Aljarafe. The Town Hall will urge the Junta de Andalucía to intervene in the processing of this infrastructure.
Furthermore, the corporation joined the manifesto of the FEMP and the FAMP on the occasion of the International Pride Day 2026, reaffirming its commitment to equality and non-discrimination of the LGTBIQ+ community. Finally, a proposal from VOX regarding national priority was rejected.
The mayor emphasised that the Housing Plan is a priority for the government team and that they are working "tirelessly" so that the first developments can begin construction in the coming years. The residents of Castilleja de la Cuesta will thus see how a historic demand materialises that seeks to facilitate access to decent and affordable housing.
