The Extraordinary Plenary of the Estepa City Council, held on July 20, unanimously approved the validation of the expenditure for the repair of the Municipal Pool, a point that received the favourable votes of PSOE and PP and the abstention of IXE.
The Estepa City Council has taken a key step to resolve the issues with the Municipal Pool. In the Extraordinary Plenary held on July 20, the municipal groups approved the validation of the expenditure arising from its repair, a matter that had been objected to by the Municipal Intervention and is now unblocked.
The third item on the agenda, which requested the validation of the expenditure stated in Report OFI nº 2026-029, was passed with 10 votes in favour from PSOE (absolute majority) and 7 abstentions from PP and IXE. No group voted against. This decision allows the City Council to proceed with the process to meet the payment obligations incurred with the company responsible for the works.
The fourth item, also related to the pool, received even greater support: 15 votes in favour (PSOE and PP) and only two abstentions from IXE. In this case, the lifting of the objection raised by the Intervention in its report nº 2026-048 was approved, clearing the way for the final payment for the work carried out.
Investment against flooding
The Plenary also greenlit another significant matter for the municipality: certification nº 13 of the works for the Flood Prevention Project in the urban area of Estepa. This initiative includes Phase I of piping and Phase II of the Retention Basin, a key infrastructure to prevent the flooding that has historically affected the town.
In this point, the support was similarly broad: 15 votes in favour (PSOE and PP) and 2 abstentions from IXE. With the approval of the certification, the corresponding payment obligation is recognised, allowing the contractor to be paid for the work completed and to continue with the planned schedule.
The project, which started several months ago, aims to address the root causes of flooding that affect various streets in Estepa after storms. The retention basin, in particular, will act as a large reservoir that will hold rainwater and release it in a controlled manner, thus preventing the feared floods.
Settlement of the 2025 budget
As the first item on the agenda, the Mayor's Resolution nº 1763/2026, dated June 29, was presented, which approves the settlement of the General Budget of the Estepa City Council for the 2025 financial year. This procedure, of a purely informative nature, reflects the accounting closure of the previous year and did not require a vote.
The second item was the presentation of the annual report issued by the Municipal Intervention (nº 2026-0021), which includes the resolutions and agreements adopted contrary to the objections made during the financial year. A document that, according to municipal sources, demonstrates internal control over economic management and also did not require a vote.
The Plenary, which lasted approximately one hour, proceeded without urgency and with a tone of consensus among the groups, especially on matters related to investments. The Mayor of Estepa, Juan Carlos Bascón, highlighted at the end of the session the importance of unity in advancing projects that benefit the entire community.
With these approvals, the Estepa City Council clears the way for the municipal pool to reopen as soon as possible, a demand from residents that has been pending for months. The repair works, which include the renewal of the filtration system and the waterproofing of the pools, are expected to be completed in the coming weeks, just in time for the final stretch of summer.
The residents of Estepa, who have seen the pool remain closed for much of the summer season, will be able to enjoy the facilities again if the deadlines are met. The City Council anticipates that the opening will occur in mid-August, provided no technical setbacks arise.
