The deadline for submitting proposals ended on July 22, and now the contracting committee must analyse and assess the proposals before proceeding.
The regional government has included Sevilla as one of the two priority national destinations, alongside Barcelona, within its strategy to enhance air connections from Pamplona/Noáin airport. The overall budget for the call amounts to five million euros for the next three years, as confirmed by sources from the Navarra government.
The choice of the Andalusian capital responds to the potential that the regional government identifies in Sevilla as a source market for travellers to Navarra. The Navarra government points out that this market is growing and highlights interest from business, academic, and tourism sectors.
The new tender comes after a first call was left vacant, which forced the Government of Navarra to rethink its strategy. The new procedure has been adapted to the international situation to make it more attractive to interested airlines.
The unmet demand for travel between the two cities is estimated at nearly 500,000 trips during 2024, according to data from the regional government. The future direct route would facilitate travel for passengers from both territories, although the awarding has not yet occurred and the procedure is still in the evaluation phase of the bids.
The project is part of initiatives promoted through the Air Connectivity Table, established in May 2025 as a public-private collaboration space to improve connections at Pamplona airport. The strategy also includes Barcelona due to its status as an international hub and as the second source market for travellers to Navarra.
