The Alcalá de Guadaíra City Council is putting out to tender the contract for the ethical management of cat colonies and the service for collecting abandoned animals, with a base budget of €244,558.
The Urban Habitat delegation of the Alcalá de Guadaíra City Council has green-lighted the contract that will regulate the management of cat colonies using the C.E.R. (Capture, Sterilize and Return) method and the service for collecting, sheltering, and adopting abandoned animals found in public spaces.
The Urban Habitat delegate, David Delgado, explained that the purpose of the contract is to address animal welfare in the municipality in two distinct facets. On one hand, it sets the conditions for contracting the service for collecting companion animals or abandoned, lost, or deceased pets, as well as the removal of those that may pose a safety or public health issue.
On the other hand, the contract includes the City Council's commitment to achieving the highest level of animal protection and promoting civic responsibility in the defense and preservation of cat colonies. The scientific C.E.R. method will be applied to ethically manage unsociable domestic cats living on the streets.
Delgado noted that the control of the colonies depends on the joint work between municipal public resources, animal protection entities, and local residents involved in their care and feeding. The contract is framed within the internationally recognized principles of animal welfare established since 1965, known as the Five Freedoms: free from hunger and thirst, free from fear and distress, free from physical or thermal discomfort, free from pain and disease, and with the freedom to express their natural behaviour.
The duration of the contract will be for one year, extendable for annual periods up to a maximum of four years. The base tender budget amounts to €244,558.04.
With this initiative, the City Council aims to regulate the coexistence between animals and the citizens of Alcalá de Guadaíra, ensuring the healthiness of public spaces and the welfare of felines.
