The Utrera City Council has put out to tender the complete renewal of its telecommunications and data system, with an investment of €730,651 (VAT included) spread over four years. The contract will allow the replacement of switchboards over 20 years old with a cloud-based unified communications model.
The Utrera City Council has taken the first step to completely renew its telecommunications infrastructure. The contract, which is already in the process of open public tender, has a budget of €730,651 (VAT included) that will be paid over four years.
The action is coordinated by the Department of New Technologies and Transparency and its aim is to replace the current systems with a Unified Communications as a Service (UCaaS) model. This formula integrates fixed and mobile telephony and data connectivity into a single platform, along with the technical equipment used daily by public employees.
The main reason for the renewal is the age of the municipal switchboards, which are over 20 years old, and the transformation that corporate communications have undergone during that time. The area delegate, J. Luis Sousa, explains it this way:
“The use of mobile telephony can no longer be considered solely from the perspective of making or receiving calls. Nowadays, through these devices, other services such as email, images, or document signing are managed and channeled, among many other functions.”
This change in habits is compounded by the technical evolution of the sector, with the gradual disappearance of copper networks and the implementation of fibre. “Needs have changed in recent years and with this new contract, we modernise the entire system, moving to cloud-based switchboards, which will improve and guarantee communications,” Sousa adds.
The new network also responds to the increase in municipal devices that require connection. The system will be prepared to receive and manage real-time information from services and equipment such as electrical panels, traffic lights, municipal vehicles, alarms, or elevators, among others.
“Everything around us in our daily lives, as well as a large part of the services provided by the Administration, is connected to the Internet. Hence the need to organise, modernise, and guarantee everything related to municipal communications,” the delegate points out.
The contract will have an initial duration of four years (48 months) and the specifications include the possibility of extending it for two more years, up to a maximum of six. The estimated value of the contract amounts to €881,572, excluding VAT, including those possible extensions.
Interested companies can submit their technical and economic proposals until October 13 at 23:59 hours. As a requirement to adjust the offers to the municipal infrastructure, operators must carry out a mandatory prior visit to the City Council's facilities.
