The Alcalá de Guadaíra City Council maintains the planned schedule for the tender of the Hotel Oromana. The ruling from the Administrative Court of Contractual Resources of the Junta de Andalucía, which partially upheld the challenge against the procedure, does not halt the project or alter the execution timelines.
The ruling orders the reformulation of specific points in the terms: the selection criteria for candidates, the evaluation of the hotel director's experience, and the definition of architectural improvements and complementary investments. The rest of the file remains valid.
The court endorses the choice of the contract as a service concession, the restricted procedure, the general definition of the contractual object, the basic technical solvency required from bidders, and the preparatory documentation. It also does not require repeating the feasibility studies, the justification report, or the prior study.
The municipal services are already working on adapting the terms to the court's indications. The aim is to resume the tender as soon as possible. The City Council emphasizes that the ruling does not question the general configuration of the concession.

The procedure aims to ensure the rehabilitation, modernization, and operation of the Hotel Oromana, a municipal asset and one of the main tourist and economic assets of Alcalá de Guadaíra. The adjustment of the terms will strengthen legal certainty and provide interested operators with clearer and more objective rules.
The new tender will be reactivated as soon as possible, according to municipal sources.
