Utrera City Council presents the project for the former bullring, which includes an underground car park with 103 spaces, a landscaped square, and space for 26 homes. The work will be carried out in phases and will cost around 4 million euros.
Utrera City Council unveiled on Thursday the redevelopment project for the former Plaza de Toros del Arrecife, a 6,000 square metre site that was left vacant after the bullring was demolished in 2002. The initiative, presented by Mayor Francisco Jiménez, includes the construction of an underground car park, a public landscaped square, and a plot for building up to 26 homes.
The project is part of the Special Plan for Interior Reform (PERI) of Sector UE-16, where the historic Coso del Arrecife was located, inaugurated in 1895. The mayor recalled that the origin of the operation dates back to the PGOU of 2002, when the then socialist government changed the land classification from public use to residential-tertiary and signed an agreement with the developer that contemplated 48 homes.
“A figure that was not feasible to materialise on this site, whose maximum capacity is 26 homes, so the developer was compensated with land in the El Naranjal del Castillo area to build the rest,” Jiménez explained. Twenty-four years later, none of those actions were executed.
The site, which was privately owned, has been acquired by the City Council from the Sánchez-Noriega family for 280,000 euros. The mayor publicly thanked this family for selling the plot “without obtaining any economic benefit, not even the plots that were included in the agreement in El Naranjal del Castillo.”
The total investment planned is around 4 million euros, which will be executed in phases. For now, the City Council has 1.5 million to start the works, plus 100,000 euros for the project cost.
A car park with 103 spaces and a surface square
The intervention will be developed jointly underground and on the surface. On the lower level, an underground car park will be built with an approximate usable area of 3,150 m², designed to address the lack of parking in a high-density housing area.
The car park will have 103 general-use spaces, 3 spaces adapted for people with reduced mobility, 3 spaces with charging points for electric vehicles, 12 motorcycle spaces, and specific areas for bicycles and scooters.
On top of the car park, a large public landscaped square will be created, conceived as a space for community, walking, and resting for the neighbours. The project includes green areas, urban furniture, and accessible pathways, aiming to reverse the urban degradation of this site and improve the quality of life in the area.
“It will significantly improve the entire environment, respond to the lack of parking, provide a high-density housing area with a new space for community and recreation, and also allow for the construction of new homes,” Jiménez emphasised.
The mayor insisted that the initiative will lead to the revitalisation of an area that currently presents a significant degree of neglect, transforming it into a more accessible, functional space integrated into the city. The works, which will be carried out in phases, will begin once the administrative procedures are completed and the necessary funding is available.
