The Plenary of the Mairena del Alcor City Council has unanimously approved to initiate the procedure to revert the 2,742 m² plot that housed the former Agricultural Chamber, ceded in 1967 and currently unused.
The Mairena del Alcor City Council has taken the first step to recover ownership of the land where the former Local Agricultural Chamber was located. The municipal corporation unanimously approved in the ordinary Plenary of July to initiate the reversion procedure for the plot, which has an area of approximately 2,742 square meters.
This land was ceded free of charge by the City Council in 1967 to the then Union Brotherhood of Farmers and Ranchers, later the Agricultural Chamber, with the specific aim of constructing and maintaining an agricultural silo for the local farmers. However, according to the municipal file, the ceding entity has repeatedly failed to comply with the condition of uninterrupted use stipulated in the cession agreement.
The action is supported by Article 27 of Law 7/1999 on the Assets of Local Entities of Andalusia, which establishes that the lack of application of the asset for the intended purpose or the interruption of such use automatically resolves the cession and causes the assets to revert to municipal ownership. Given that the Agricultural Chambers of Andalusia are in the process of extinction and liquidation according to regional regulations, the City Council has decided to initiate this procedure to safeguard the rights and interests of the residents of Mairena del Alcor.
The unanimous support of all political groups in the municipal corporation has allowed progress on this initiative, which seeks to recover a space that has not fulfilled the function for which it was ceded for years. According to municipal sources, the agricultural silo for which the land was designated was never built or ceased to be used, which has motivated the reversion.
The next steps in the procedure include several phases. First, a notarial request will be made to the Notary of El Viso del Alcor to issue a record that formally certifies the inactivity and lack of use of the silo. Subsequently, a hearing process will be opened, in which the resolution and the notarial record will be notified to the Liquidation Commission of the Agricultural Chamber and to the Agency for Agricultural and Fisheries Management of Andalusia (AGAPA). These entities will have a period of 15 days to present objections.
Once the corresponding procedures have been completed, the file will return to the municipal Plenary to issue the final resolution that decrees the definitive reversion of the plot. In this way, the land will become part of the municipal public heritage, and the City Council will be able to decide its new use for the benefit of the community.
The decision has been well received by residents, who see this recovery as an opportunity to give a new purpose to a space that is currently unused. The mayor of Mairena del Alcor, Juan Manuel López, has highlighted the importance of this initiative to "recover an asset that belongs to all the residents of Mairena and that should serve the general interests of the municipality."
With this step, the City Council joins other municipalities in the province that have initiated similar processes to recover land ceded in the past that has not fulfilled its purpose. The reversion of this land will allow the municipality to have a space of almost 3,000 square meters that could be allocated to public facilities, green areas, or other uses of social interest.
The administrative procedure will take place in the coming months, and it is expected that the final resolution will be ready before the end of the year. Meanwhile, the City Council will keep residents informed through official channels.
