The Sanlúcar la Mayor City Council promotes the new Municipal Housing and Land Plan, which sets as objectives the construction of protected homes, the rehabilitation of 150 properties, and a social rental pool until 2030.
The Urban Planning Delegation of the Sanlúcar la Mayor City Council, led by Álvaro García, has launched the new Municipal Housing and Land Plan (PMVS), a document that updates the previous plan 2019-2024 and will guide the municipality's housing policies until 2030. The initiative adapts to current Andalusian regulations, the Plan Vive en Andalucía, and the future General Municipal Planning Plan (PGOM).
The plan is not a closed investment programme but a planning tool that will coordinate actions aimed at facilitating access to decent and affordable housing, promoting protected housing, boosting affordable rentals, encouraging the rehabilitation of the residential stock, mobilising vacant homes, and optimising the use of public land.
Sanlúcar la Mayor continues to consolidate its demographic growth. In 2024, the municipality reached 14,366 inhabitants, representing an increase of nearly 9% compared to 2011. This evolution brings with it a greater demand for housing and makes it necessary to plan in advance for the residential needs of the coming years.
The diagnosis made for the preparation of the plan reflects that the municipality does not present large areas of substandard housing, although there are needs related to building maintenance, improving accessibility, energy efficiency, and economic difficulties in carrying out rehabilitation works, especially among the elderly, young people, and families facing greater challenges.
Among the objectives set for the horizon of 2030 is the initial construction of ten protected homes on municipal land on Marcelino Champagnat Street, which will be joined by new reserves of residential land contemplated in the future PGOM.
The document also plans to support the rehabilitation of around 150 homes, at an approximate rate of 25 actions per year, prioritising the historic centre, older buildings, and homes occupied by elderly or mobility-reduced individuals.
Furthermore, the City Council will work to achieve an approximate pool of 70 homes for social or affordable rental and reactivate the Municipal Register of Applicants for Protected Housing, aiming to have updated information that allows future municipal policies to be adjusted to the real needs of the population.
The study included in the PMVS indicates that Sanlúcar la Mayor has about 6,800 homes, of which around 2,350 were built before 1980 and approximately 700 may require priority rehabilitation actions. Currently, there are about 829 protected homes in the municipality. Additionally, the average sale price reached 1,291 euros per square metre in November 2025, after experiencing an annual increase of 13%, a situation that reinforces the need to promote public policies that favour access to housing.
The execution of the various planned actions will depend on the availability of municipal budgetary resources, the resources of the Municipal Land Heritage, as well as aid calls from the Junta de Andalucía, the Provincial Council, the State, and possible public-private collaboration formulas. The plan also includes mechanisms for annual monitoring and intermediate and final evaluations to ensure compliance with the established objectives.
With this new Municipal Housing and Land Plan, the Sanlúcar la Mayor City Council reinforces its commitment to a model of sustainable urban development, based on the rehabilitation of the existing city, increasing protected and affordable housing, recovering vacant homes, and orderly growth consistent with the future urban planning of the municipality.
